CFCA provides collective management for cinematographic works and can only collect royalties for films that pass censorship restrictions and have obtained a Permit for Public Viewing.
CFCA was established in 2010. Currently, CFCA’s members are limited to Chinese film makers.
All the rates quoted below are pre-tax ones, i.e., CFCA shall pay both the income tax and the VAT after they receive the payment of royalties.

+ Television Broadcasting
CFCA does not issue licenses for TV broadcasting, but this could change in the near future.
+ Radio Broadcasting
Radio broadcasts are common in the PRC, but it has yet to be determined whether the CFCA will issue a license for Radio broadcasting.
+ Online and Mobile Services
The license authorizes licensees to provide specific VOD services through the internet.
CFCA has established a complex system. It sets “N” as a variable value. “N” = domestic box office return × 65% + cost of production × 35%. The films are categorized into five classes according to the amount of “N”. Each class has its own royalty rate and each class has a “basic fee” and “annual fee”.
For those films whose “N” value are less than RMB10 million, and for those films that have not been shown in the cinema, the license fee will be RMB 5,000-50,000 per year per website.

For every 500 terminals, RMB 100 per film per year. A discount can be available under specific circumstances.

For one net cafe, the CFCA daily royalty will be:Hourly rate for each terminal × Amount of all terminals in the net cafe × 7.5%
